Arabs heads of stares meet in Beirut; Jordan's King Abdullah, Egypt's President Husni Mubarak, and Yasir Arafat do not attend (the latter due to Israeli restrictions on his movement). The summit adopts the text of the Saudi Peace Initiative: full Israeli withdrawal from all the occupied territories (including the Golan Heights), a just solution of the Palestinian refugee problem to be agreed upon in accordance with UNGA 194, the establishment of a Palestinian state with East Jerusalem as its capital, and normal relations between Israel and the Arab countries in the context of a comprehensive peace.
