The majority (9 members) of the Security Council vote in favor of a draft resolution that "calls for the immediate cessation of all acts of violence, provocation and collective punishment," expresses "grave concern at recent settlement activities, in particular the recent decision to expand the settlement at Jabal Abu Ghunaym," calls for "full cessation of settlement activities," and expresses "readiness" after receiving a report from the Secretary-General "to set up an appropriate mechanism to protect Palestinian civilians, including through the establishment of a United Nations observer force." Four states abstain (including France and the United Kingdom), and the US vetoes the draft.
