The main tenets inherited from the Ottoman and the British eras are abolished along with the land categories: miri (private usufruct State land) becomes freehold property while metruke (land that is left to the usage of the community, being understood as either the general public or the inhabitants of a village or town) and mewat (vacant or grazing land not owned by anyone) are converted into State lands, at the expense of Palestinian claims and rights. The adoption of this legislation marks a reform of the land regime that is unprecedented in both scope and scale.
