Adopted shortly after the Absentee Property Law, this legislation closes the loop of Israel’s appropriation of Palestinian "absentees'' lands and assets. It stipulates that the Development Authority, an extragovernmental agency, is entitled to sell property to the State and the Keren Kayemeth Leisrael (Jewish National Fund), thereby ensuring full and permanent Jewish control over Arab land.
