In the wake of the John Hope-Simpson report and the 1930 White Paper, and to contain the growing number of landless tenants, the British Mandate authorities issue Protection of Cultivators Ordinance No. 37. Owners are henceforth prevented from selling their land unless they can prove that tenants in occupation have been provided with an alternative subsistence area. Owner-occupiers are not targeted by the new legislation.
