“All dispositions [...] of immovable property” are prohibited in areas conquered by the British forces, in order to maintain the status quo and prevent impoverished landowners from selling their lands, from which many peasants would be driven away as a result. Zionist institutions voice their support. (They had been worried that an opening of the Land Registries would lead to unprecedented speculation and large-scale dedication of lands into Waqf.)
