Together with reopening the Land Registry Offices that were closed in November 1918, the British issue the ordinance that authorizes dispositions of land but under strict conditions, in order to curb land speculation and protect landowners and tenants against landlessness. (These provisions later prove ineffective in the face of multiple circumvention schemes developed by Zionist institutions.)
