The right to own real property in the Ottoman Empire, hitherto restricted to Muslims and Ottoman citizens, is extended to foreigners. While Europeans (both Jews and non-Jews) trying to settle in Palestine had previously found ways to illegally circumvent the prohibition, access to the land market is now fully open to them.
