The Ottoman Land Code confirms the existing legal doctrine concerning land categories and land acquisition. It introduces two main novelties: it requires registration of individual ownership of land, and it permits individuals to own vast tracts of land. It thus aims at creating a new tax revenue for the State and encouraging cultivation of formerly unoccupied land. The Land Code has had long-lasting political and social effects in Palestine.
