The Ottoman government grants permission to European Jews to settle in small groups throughout the Ottoman Empire, on the condition they become Ottoman subjects, renounce their European citizenship, and do not settle in Palestine for fear of having to deal with a growing number of European subjects in the empire and of facing a new national problem.
