Abd al-Hamid II becomes Ottoman Sultan on 31 August; he promulgates the Basic Law (Constitution) on 19 December. The Basic Law seeks to reconfigure the relationship between the Ottoman state and its subjects by crafting a single Ottoman political identity applied equally to all the empire's subjects. It provides for the establishment of a General Assembly composed of two chambers: the Senate, whose members are appointed by the Sultan; and the Ottoman Chamber of Deputies, whose members are elected in the provinces.
