The Mitchell Report on the outbreak of the Intifada is given to the parties on 30 April. It puts forward recommendations on how to halt the violence (by unconditionally ceasing violence, committing to existing agreements, and resuming security cooperation); to rebuild confidence (by the PA making 100% effort to prevent "terrorism" and by Israel freezing all settlement activity, including "natural growth"); and to resume negotiations. Each side submits its comments to the Committee on 15 May, appearing to praise the Report, but at the same time reaffirming its positions (thus implicitly criticizing those points in the report it does not approve).
